a collaborative and coaching-focused approach
ATS provides practical, hands-on support for Oregon IDD agencies operating under OAR 411-323, 411-450, 411-345 and agencies operating as Vocational Rehabilitation vendors. Our approach is collaborative and coaching focused. We work alongside agency leadership and staff to build clear systems, improve documentation, and create sustainable compliance practices — without overwhelming teams.

We simplify the certification process by breaking down complex requirements into clear, actionable steps—helping your agency move forward with confidence.
We work alongside you to map out the certification process, understand and organize required documentation, and develop compliant applications and renewals under OAR 411-323. We also advise on Provider Enrollment under OAR 411-370.

ATS helps agencies navigate compliant service design, documentation expectations, staff training, and alignment with ISP outcomes and HCBS standards.
ATS provides expert guidance to agencies seeking or maintaining Medicaid Agency Endorsements under OAR 411-345 Employment Services and OAR 411-450 Community Living Supports. This includes guidance on standard model requirements.

No one enjoys reviews or inspections, especially when they result in citations and require Plans of Corrections. ATS will guide understanding of what is required for effective, approvable Plans of Correction. Advising on responses that meet ODDS expectations while remaining realistic for your operations.
ATS can help you identify root causes of deficiencies while working through corrective action plans that are implementable and strengthen documentation, training, and internal audit systems.
